Default PA opinion

Ok so I currently have a crappy cobra 19model whatever 10watt PA system. Needless to say it sucks. So my options are the hornblasters 100watt PA system or the whelen system(don't know model but I feel like there's one that most people have) which claims it can support 2 100 watt horns. I don't want to buy the whelen speakers cause then my total will be over $400 which just isn't worth that much to me. My question if I bought two of these http://radioshack.com/radioshack/pro...tId=2103339%22 with the whelen base would it be louder than the hornblasters one?
