The kit came with a 175 Psi safety valve and a 200 psi pressure switch…
This thing doesn’t turn off and the safety valve always blows before the switch stops the pump.
Although I did wire it so it’s on a toggle I’d rather it get to 200 psi and stop so I can use the 200 psi.
Is this a mistake on part of Hornblasters kit or is it designed this way?

You have the wrong safety valve.
For a 200 PSI system, you should be running a 225 or 250 PSI safety valve.
Rather than rigging a system, please contact whomever you purchased from (if new) and get the right valve. If you can’t find it through HB or another seller, we have them in stock (P/N 92250)
