Newbie hear.Recently bought a p/u with air horns not functioning. Anyone in Riverside County ca. that could take a look and straighten me up.

Welcome. You may try a local car audio shop, sometimes they install horns.

Does the compressor kick on? Does the solenoid valve work?

Lance might know but I don’t. I’d look into a shop that does air suspension because a lot of the concepts are the same. You’re just blowing horns instead of filling bags.
