To make a train whistle you need a piece of pvc pipe, a round metal disk, jb weld and a pvc cap.
To start cut a 3/4" piece of pvc pipe down to around 10" (thats my favorite tone)
Next cut a notch it the pipe with a bench grinder like the one i have cut here.
Now you need a round piece of metal, I used one of the disks you can find on an electrical box like this one in my garage. Next use a bench grinder or file to grind down a small portion of the metal to look like mine.
After that put a bolt at the end of the notch you cut closest to the end where the air will blow thru and use a c-clamp to fasten it down. The piece of metal you cut should sit right at the begining of the notch (where the black line is)
Now mix up some jb weld and jb weld the metal disk to the pipe(dont jb weld the bolt, just the disk and be careful not to let the jb weld cover the hole on top of the disk) .
Wait a couple of hours for the jb weld to set then remove the bolt and put your hand over the end of the pipe and blow on the other end. Adjust the metal untill you get the sound you want then let the jb weld dry for 24 hours. Put a cap on the end of the pipe and hook it up to a ball valve and then to air and have fun.
This is what your end product should look like.
For a two chime like mine just replicate the picture and you should be good to go.

i put 120psi through it and it just made a really high piched whine. it hurt my ears lol
it sounds better in real life because i recorded it with a crappy camera.

yeah for higher pressures but it sounds good at 40-90psi
kind of mellow tone but LOUD
the length of the pipe changes the tune also
longer=deeper
shorter=higher
i saw a video of one on youtube and figured out how he did it with some trial and error until it started makin noise then i just perfected it
after all that i found free plans online :o
