It could be a number of things. Leslie’s are for the most part not user friendly. First to is to pull every back cap. Do not try to pull the diaphragm out of the back cap. You chance ripping a the silicone if its good.

With the back capo off clean really good in there. No dirt or grease is key. Make sure all 5 small diffuser rings is sitting on the 3 little feet in the power chamber. If its not but them back on where they should be, and take a small punch to the feet and knurl it out a little to hold the diffuser disk.

Check the surface of the nozzle, where the diaphragm rest’s against the power chamber. Not the back cap. It should be flat and defect free.

Clean the back cap. Just wd-40 back there and wipe dry. Without pulling the diaphragm off, make sure there is no little orange strings hanging. I.E. pieces of rubber cushion. If the diaphragms fell out of the back cap check the silicone fully to make sure there is no cracks. Usually if you try to get the diaphragm out it will tear the silicone. These diaphragms cost 75.00 each.

Make sure everything is spotless. reassemble. You may have to do this 2 or 3 times till its perfectly clean in there.

If everything above is done and ok, then you need to start testing each bell by itself on the manifold to eliminate good from bad ones.

One piece of dirt can screw a Leslie up. You may have dirt issues, not enough air, or worst case power chambers may need to be re machined, and or new diaphragms.

If the horn is under the truck and facing forward it will foul up the horn constantly. Leslie’s dont like dirt.

K’s are so much easier!

yes even leslies that are rebuilt still suck at times.
