Nathan restriction choke

The horn has a pinhole restriction choke installed in the base. When blowing the horn I notice that it takes a second for the sound to start and it continues to blow after the valve is closed as the pressure drops in the supply line. It is supplied with a 1/2 valve and line. I am installing on a boat.

Is the delayed sound normal for this style horn. Are there any recommendations for leaving, removing or modifying the pin hole choke?
